The primary purpose of this position is to provide continuity and manage the Officer Training School (OTS) training calendar and coordinate with internal and external agencies for use of the OTS campus; to provide oversight and continuity as the OTS funds primary Resource Manager, Emergency Management Representative, Alternate Facility Manager, and Protocol Specialist. Responsibilities - As the Training Schedule Coordinator, acts with delegated authority from the OTS Deputy Commandant to build and maintain centralized schedules across the entire schoolhouse. - As OTS Resource Specialist, independently performs a variety of financial management assignments related to receipt, disbursement, accounting for, and safeguarding of funds in accordance with established principles, statutes, and policies. - Assists Facility Manager; plans and coordinates work requirements to maintain OTS buildings, infrastructure, and field training sites. - Performs other administrative work and protocol support for OTS. - Develops and coordinates plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP). Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes:(1) Works with the Officer Training School (OTS) academic mission, objectives, programs, and projects to manage the master training schedule and deconflict requirements between three training squadrons. (2) Works with coordinating the work of the office with the work of other offices and for recognizing the need for such coordination in various circumstances; and (3) Works with established emergency management principles, methods, and techniques sufficient to independently perform recurring assignments of a conventional nature to control or eliminate hazardous conditions and risks which may cause injury to persons or damage to property. OR EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of all aspects of military educational institution. 2. Knowledge of procedures regarding aircraft flyovers from scheduling to execution. 3. Knowledge of the principles, concepts, and practices concerning moderately complex technical requirements for facilities. 4. Skill in application of computer databases, and to use office automation tools and techniques to retrieve, design, and generate reports, briefing materials, and other documents. 5. Ability to gather, assemble, and analyze facts and draw conclusions. Devise solutions to problems and identify changes and trends. 6. Ability to communicate, both orally and in writing, to include the ability to deal with diverse populations from educationally disadvantaged or vocationally underdeveloped to college graduates and DVs, is necessary. Ability to successfully apply militaryprotocol, etiquette manuals and guides, USAF and Command policies, regulations, agency policy, practices and procedures to organizeand oversee OTS protocol events. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
