Responsible for commissioning effective compliance and loss prevention programs and directing the risk management functions of ASE, including compliance, fraud, BSA, records, quality assurance, internal audit, and vendor management. Execute strategies, controls, and measures to monitor and mitigate risk and protect ASE's financial stability and security. Implement and maintain adequate systems of policies, procedures, and internal controls. Stay informed of industry trends, regulatory changes, and market dynamics that could impact or impair operational, financial, regulatory, and reputational risks.
Assess the adequacy of internal controls, develop and maintain a robust compliance program, and ensure the credit union's operations comply with all relevant laws, regulations, and industry standards, including policies, procedures, quality control, and training initiatives. Develop and implement an organizational risk management program by setting risk limits and develop risk strategies. Verify that risk factors are included in all decisions and initiatives of the credit union. Identify and assess risks related to operations, finance, and reputation. Track identified risk indicators and provide regular reports and updates to management and the Board of Directors. Evaluate and update the compliance and risk management programs to reflect changes in the credit union's operations. Report suspected violations of law, regulations, or non-compliance with credit union policy and take responsibility for ensuring resolution.
25%Maintain a thorough understanding and high-level knowledge of all aspects of enterprise risk management, governance, compliance, legal, regulatory, and political matters within and outside the credit union. Stay abreast of regulatory changes and industry best practices to address compliance challenges proactively. Provide oversight, guidance, recommendations, and training to educate team members on risks and best practices. Update organization risk assessment due to evolving regulations and ensure compliance from staff. Prepare and respond to audits and regulatory exams from internal and external auditors, state, and federal examiners.
20%Develop and implement a comprehensive vendor management program to assess, monitor, and manage third-party risks. Evaluate vendor contracts, performance, and compliance with established standards. Collaborate with departments and vendors to select reputable and reliable vendors.
20%Manage direct reports to maximize productivity, efficiency, and the potential of the company's human assets, including hiring, directing job assignments, monitoring staff performance, coaching, counseling, training, and assuring compliance with regulatory requirements and organizational mission, values, policies, and work rules. Appraises performance and provides recommendations for staff compensation, promotion, and termination, as appropriate. Determines personnel requirements and establishes work schedules.

Five to ten years of proven leadership experience in regulatory compliance, risk management, internal audit, or related roles in a financial institution. Must have knowledge and experience related to federal and state consumer financial laws and regulations governing financial products and services, deposit accounts, consumer and real estate loan origination and servicing, including but not limited to, ECOA/Reg B, HMDA, Flood, UDAAP, FCRA, TILA, RESPA, FDCPA, TRID, GSE guidelines, TCPA, Reg CC, Reg E and Privacy laws. Visa and Nacha rules are a plus.
Education/Certifications/LicensesBachelor's degree in Business, Finance, Risk Management, or a related field. Advanced degree and relevant certifications (e.g., Certified Regulatory Compliance Manager - CRCM, Certified Internal Auditor - CIA, Certified Information Systems Auditor - CISA, Certified Anti-Money Laundering Specialists - CAMS, NAFCU Certified Compliance Officer - NCCO) are highly desirable.
Interpersonal SkillsThe ability to motivate or influence internal or external senior level professionals is a critical part of the job, requiring a significant level of influence and trust. Obtaining cooperation and agreement on important outcomes via frequently complex, senior level dialogues, as well as a professional level of written communication skills are essential to the position.
Other SkillsMust be bondable. Strong understanding of credit union operations, regulatory requirements, and industry best practices. Excellent analytical, problem-solving, and decision-making skills. Ability to act independently and use independent judgment to assess and assist with the design and implementation of control environment changes. Understanding of mortgage regulatory laws and GSE Guidelines (Underwriting, Seller's Guide, QA Programs).
Is able to bend, sit, and stand in order to perform primarily sedentary work with limited physical exertion and occasional lifting of up to 10 lbs. Must be capable of climbing / descending stairs in an emergency situation. Must be able to operate routine office equipment including computer terminals and keyboards, telephones, copiers, facsimiles, and calculators. Must be able to routinely perform work on computer for an average of 6-8 hours per day, when necessary. Must be able to work extended hours or travel off site whenever required or requested by management. Must be capable of regular, reliable and timely attendance.
