Description

The Chief Mechanical Officer (CMO) reports directly to the General Manager of the Railroad and is responsible for daily operations, parts inventory and ordering, locomotive maintenance, scheduling, compliance with company policies and procedures, governmental regulations, and working within a planned budget.

The CMO must achieve performance goals with safety, economy, efficiency, and effectiveness, ensuring the availability of the locomotive fleet. They will control expenses within their department and ensure all policies and procedures are followed fairly and equitably by team members.

Essential Duties and Responsibilities

  • Implement and ensure compliance with the company safety plan, including drug and alcohol policies.
  • Coordinate daily locomotive needs with dispatchers or local management.
  • Inspect, test, and maintain locomotives according to FRA guidelines, and maintain records for compliance.
  • Maintain a reliable inventory of maintenance materials.
  • Use wear limit gauges and testing equipment properly.
  • Complete required forms, reports, and FRA documentation related to the CMO role.
  • Familiarize with state and federal regulations applicable to the railroad industry.
  • Perform emergency repairs and re-railing of rolling stock.
  • Solve practical problems with limited standardization, interpret instructions, and delegate tasks.
  • Maintain knowledge of tools and equipment used in locomotive maintenance.
  • Develop subordinate team members to ensure qualified successors.
  • Prepare and administer performance appraisals for team members.

Qualifications

Candidates must perform all essential duties satisfactorily and obtain necessary certifications. The following skills and abilities are required:

Skills and Abilities

  • Completion of a three-year Railroad Apprenticeship or equivalent experience, with knowledge of FRA, AAR, and OSHA regulations.
  • Ability to read and interpret safety and operational manuals, write reports, and speak effectively to groups.
  • Strong math skills, including basic algebra and geometry.

Certificates, Licenses, and Registrations

Must possess a valid driver's license, be insurable to operate company vehicles, and obtain a Class B CDL if not already held. Ability to qualify as a Service Engineer per FRA regulations and perform electrical duties if necessary.
