Overview:

Position Description: JEMSO SME: Ignite is seeking a highly qualified JEMSO Subject Matter Expert (SME) to provide Electromagnetic Warfare (EW) capability gap analysis and spectrum management support to USSTRATCOM. This position focuses on assessing U.S. and allied EW capabilities, identifying operational gaps, and providing actionable recommendations to inform Department of Defense (DoD) planning, programming, and budgeting decisions.

Job Requirements

Key Responsibilities:

· Analyze and assess DoD Electromagnetic Warfare (EW) capabilities against adversary threats to identify operational capability gaps.

· Provide recommendations to support Planning, Programming, Budgeting, and Execution (PPBE), portfolio management, and the Joint Capability Integration and Development System (JCIDS) processes.

· Support national and command-level EW and spectrum management forums, working groups, and studies.

· Manage frequency allocation and assignment processes to maintain operational control of U.S. military radio frequency usage within USSTRATCOM's area of responsibility.

· Deliver spectrum management expertise for DoD exercises and demonstrations, including processing frequency proposals and supporting mission planning and execution.

· Advise on national policy and program development regarding EMS operations, electromagnetic interference (EMI) mitigation, and spectrum management solutions.

· Assess operational risk due to EMS conflicts and provide recommendations to resolve issues.

· Provide support for HEMP spectrum testing, including submission of frequency proposals in accordance with Allied Communications Publications.

· Develop detailed technical reports, briefings, and documentation in accordance with contract deliverable requirements (CDRL A003).

Qualifications:

· Bachelor's degree in a relevant field.

· Completion of the EMS Apprentice Course.

· Minimum of 10 years of experience in spectrum management or a related field.

· Minimum of 7 years of experience in electromagnetic spectrum analysis.

· Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).

· Demonstrated expertise in Spectrum Management.

· Understanding of JCIDS and DoD Planning, Programming, and Budgeting (PPB) processes.

Preferred Skills:

· Experience supporting Combatant Command or Service-level EMS operations.

· Familiarity with Allied Communications Publications and HEMP spectrum requirements.

· Experience supporting DoD exercises, testing, and operational planning.
