Reporting to the Senior Vice President of Finance, with dotted line reporting to PCC's Chief Compliance Officer, the Director of Trade Compliance will manage import / export compliance as dictated by the US Department of Commerce, the Department of State (Directorate of Defense Trade Controls), Customs and Border Protection, Office of Foreign Assets Control, and other relevant international trade regulations for approximately 50 manufacturing and office sites globally - approximately 20 outside the United States. The Director of Trade Compliance will provide support and resources to facility-level compliance owners and manage strategy initiatives affecting the movement of goods and information. He or she will also conduct an audit of each operation's import / export compliance programs to ensure that all operations have the tools in place to effectively and efficiently comply with export and import controls and regulations. The Director of Trade Compliance will also assist the operation with obtaining necessary import and export licenses from the relevant US government agencies. He or she will also consult with Customs Brokers and interface with Government officials as needed.

The role is remote, but travel to plant locations will be required.

PRIMARY RESPONSIBILITIES

• Direct and supervise division import / export compliance programs through a team of 5 resources along with each site's compliance leader.
• Manage compliance with export and import regulations as dictated by US Department of Commerce and Department of State, CBP, and OFAC and other relevant international trade regulations
• Provide top-to-bottom training of all personnel on regulations and requirements
• Ensure all facilities are screening customers against all government restricted party lists
• Ensure all facilities screen orders for EAR General Prohibitions and Red Flags
• Ensure all facilities have current classification matrices for products, raw material, primary manufacturing equipment, imported items, and technology.
• Ensure all facilities have an effective Technology Control Plan ("TCP") that involves sales, engineering, purchasing, HR, shipping, quality assurance, and production control, and that it includes a clean laptop policy for international travel and compliance to the "Deemed Export" rule
• Ensure all facilities' Human Resources departments have processes for hiring foreign nationals and visitor policies that monitor visitors and limit foreign national access as required
• Manage and facilitate all export / import licensing requirements
• Ensure audit of all facilities' import / export compliance programs are done annually
• Attend import / export training courses annually to stay current with regulatory changes
• Work closely with Compliance Counsel for compliance program discussions, revisions, special licensing requirements, disclosures, investigations, projects, general updates and consultations
• Consult with the Chief Compliance Officer and Compliance Counsel as needed
• Consult with Customs Broker(s) for import compliance requirements and issues
• Hire, train, guide, support and manage Division Trade Compliance Staff.
• Train, guide and support each facility's Facility Compliance Officer
• Interface with Government officials as needed

KNOWLEDGE, SKILLS, AND BEHAVIORS

• Documented ability to establish and manage trade compliance matters for a global organization
• Willingness and ability to interact with manufacturing leaders to work on solutions to any gaps to desired state of compliance
• Strong familiarity in the workable analysis and understanding of ITAR, EAR, CBP regulations, Treasury sanction programs and Bureau of Census, Foreign Trades Statistics Regulations (FTSR) and UK BIS regulations
• Strong working knowledge of licensing and classification (such as USML, CCL, Schedule B, HTS and UK Controlled Goods Lists)
• Experience in interactions with Governmental trade compliance authorities, including the Department of State (Directorate of Defense Trade Controls), the Department of Commerce (Bureau of Industry and Security), Customs and Border Protection and Office of Foreign Assets Control
• Strong working knowledge of custom entry process and customs regulations
• Extensive knowledge of Technology Control Plans
• An energetic, amiable, confident and customer-focused style with strong oral and written communication, persuasion and negotiation skills, as well as a proactive and initiative-taking approach

QUALIFICATIONS

• Bachelor's degree in the appropriate discipline, with 15+ years of progressive experience that demonstrates expertise in global trade compliance program administration.

• Working knowledge of the U.S International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR) including anti-boycott regulations, sanctions administered by the Office of Foreign Assets Control (OFAC), Customs Regulations (CR), and the Foreign Trade Regulations (FTR).
• Thoroughly familiar with international shipping documents such as commercial invoice, packing list, air waybill, and export license; including consignee information, INCOTERMS, harmonized tariff code, country of origin, customs value, export classification, and export license data.
• Familiarity with the requirements and procedures associated with evaluating goods for preferential treatment under free trade agreements like the North America Free Trade Agreement.
• Strong computer skills including ability to research transactions and prepare reports in manufacturing information systems, perform spreadsheet calculations, and quickly learn new software tools. Experience with Oracle is a plus.

• For informational purposes only, the range for annual base salary for this role is $170,000 to $200,000 US Dollar (USD) Salaried based on a variety of factors. For informational purposes only, this role is eligible to participate in the Company's Executive Bonus Plan, paid out up to 20% of the applicable annual base salary, based on the Company's performance in the prior calendar year.
